Remarks:
Possible oil was observed in satellite imagery. This anomaly is unconfirmed 
as oil. It was connected to an oil facility and  extended north for 1.
6 nmi with an average width of 0.15 nmi. Several other oil facilities 
were observed in the image and did not have similar anomalies attached.
 The edges were somewhat diffuse thus lowering the confidence to Medium-
High. Winds were from the south at 5kts.

Uncertainties:
Given the lack of well defined edges, the composition of the anomaly could 
have been something other than crude oil, but most likely not naturally 
occurring due to the fact that it cleary stood out from any of feauture.
