Remarks:
Possible oil was observed in satellite imagery. This anomaly is unconfirmed 
as oil. It was connected to an oil facility and stretched southeast for 
approximately 5 nmi with an average width of .07 nmi. The anomaly very 
slightly widened with increasing distance lending support that it was 
a discharge. The edges were moderately diffuse. Winds were from the west 
at 10kts.
Uncertainties:
Since the edges appeared moderately diffuse, it's possible the anomaly
composition might have been something other than oil.
