Details/Specifics of Change:

SOCC has announced that on April 18 at 1537 UTC they plan to switch
NOAA-16's TIP from side 1 (id = 3) to side 2 (id = 4). This is likely to
result in a 5 to 10 minute loss of data on rev 23566. Details follow.

"The ana log TIP telemetry on NOAA-16 is drifting upwards at a rate of one
count approximately every 150 days. This is the same phenomenon that was
seen and rectified on NOAA-15. The drift is generating yellow limit
violations and closing in on some red limits. To rectify this situation,
the TIP is to be switched from side 1 to side 2. ....
Therefore, on April 18, 2005 we are planning to switch NOAA-16's TIP from
side 1 to side 2. We have scheduled a pass with no playbacks of recorded
data so that we have time available to ensure that the switch will occur
nominally. However, since the TIP switch will affect all telemetry and
data, we will lose instrument recordings for part of that contact. Most
likely on the order of 5-10 minutes of data lost. some of this data not
recorded on the DTRs will be captured from HRPT. the pass is scheduled for
April 18th at 15:37z, or 11:37 pm EDT. The contact is rev 23566 at
Fairbanks CDA."
