Details/Specifics of Change:
The new calibration coefficients for NOAA-16 AVHRR Channel 1 & 2 for
September 2003 are:

Ch_1_lo = .05309*count - 2.047, count<498.96
Ch_1_hi = 0.1550*count - 52.67, count>498.96

Ch_2_lo = .05750*count - 2.172, count<500.16
Ch_2_hi = 0.1694*count - 58.15, count>500.16

where COUNT is raw 10-bit count. These coefficients are expected to be
optimal on September 27, the middle point between the scheduled updates on
September 9 and October 14.
