Details/Specifics of Change:
Since the HIRS filter wheel housing heater was turned off, nearly all
channels have returned to a normal range. Channels 16 & 17 are still
fluctuating around the Noise Specification limits.

On December 2 around 1500 UTC the NOAA-15 HIRS Lunar Intrusion corrections
were turned back on beginning with the following passes:

NSS.GHRR.NK.D03336.S1410.E1605.B2886667.GC
