Details/Specifics of Change:

On Day 340, December 6, NOAA-15's HIRS filter wheel (FW) motor current
started to increase around 8:00 UTC. At 19:16 UTC, SOCC turned the FW
Housing Heater on. Currently channels 14,15,16,17, and 18 are out of Spec
(NEDN). Channel 7 is saturated and not useable.
