Details/Specifics of Change:
The noise in the longwave channels of HIRS/NOAA-16 has been increasing
steadily since this summer and now has reached a new highs (see table below
for a sample orbit from Dec. 29, 2004). All longwave channels are
currently out of NEDN noise specification by a large amount, and it appears
that this "pepper noise" has began to affect products.
