Details/Specifics of Change:

One of the updates to the level 1b preprocessor included a change in the
calibration algorithm. We have switched to using a 5th order PRT
counts-to-temperature conversion polynomial for all the HIRS instruments
from NOAA-15 forward. This was done in preparation to support the NOAA-N
HIRS/4 instrument and to improve the calibration process. Dr. Changyong
Cao, HIRS instrument scientist, and the instrument manufacturer report that
the 5th order is better than the 4th order polynomials. The effect on
current data is quite small. Thanks to the cooperation with our users
testing the data, we discovered a problem in the software. The parameter
giving the order of the polynomial was still set to the old value of 4, so
the last term in the conversion formula was being ignored. This affected
the computed blackbody temperatures and therefore the calibration slopes as
well. The software change from 4 to 5 was implemented on March 16 around
1755 UTC. Initial orbits a
