Details/Specifics of Change:
It is recommended that the calibration coefficients for NOAA-16 AVHRR
Channel 1 & 2 be updated to:

Ch_1_lo = .05334*count - 2.057, count<498.96
Ch_1_hi = 0.1557*count - 52.92, count>498.96

Ch_2_lo = .05781*count - 2.184, count<500.16
Ch_2_hi = 0.1703*count - 58.45, count>500.16

This update will be optimal on May 25, in the middle of the two planned
updates.

The NOAA-16 update will go into NOAA operations at approximately 1545 UTC on
May 11. The first orbits to be processed are listed in bold below.
