Details/Specifics of Change:

SOCC is reporting the following:
N15 HIRS filter wheel motor, already considered yellow in status because of
ocasional current surges had a major current surge today at approx 11:00Z.
(Note this is not the first time that HIRS has had a major surge.) The
filter motor current is now running RED High. User will see increased noise
in the data. Immediate plans are to turn the HIRS filter wheel housing
heater on 10:00 local time today,around 1514UTC on rev 28582.
