Details/Specifics of Change:
SOCC has announced that around 1757 UTC on 5 September 2007, the solar array on NOAA-16 will be moved from -35 offset to -30 offset. This is being done to regulate the bus voltage and DTR current spikes. The offset will keep shunts on during full sun. The move performed on August 27 from -40 to -35 did not completely achieve the desired affect, so an additional move is necessary.
