Details/Specifics of Change:
The following visible coefficient updates are for September 2004, NOAA-16
channels 1and 2. With plans to be implemented on September 14. These
coefficients are intended to be optimal on September 28, in the middle of
the two scheduled updates.

Ch_1_lo = 0.05348*count - 2.062, count<498.96
Ch_1_hi = 0.1561*count - 53.06, count<498.96
Ch_2_lo = 0.05775*count - 2.181, count<500.16
Ch_2_hi = 0.1702*count - 58.40, count<500.16
