Details/Specifics of Change:
SOCC has announced that around 1623 UTC on 13 September 2007, the solar array on NOAA-16 will be moved from -30 offset to -20 offset on orbit 35960. As the spacecraft moves into full sun, the offset will keep shunts on for bus voltage regulation and DTR current spikes..
