Details/Specifics of Change:
"The scale factor for AVHRR IR operational channels 4, and 5 for
NOAA-N will be changed from 6 to 7 for coefficient 3. This means that the
Operational code will multiply the coefficient by 10^7 and users will
divide the 1b integer coefficient by 10^7. Please take note of this
change"
