Install NDE release 2.0.8 including updates to some existing products and adding new products like Surface Reflectance EDR and OMPS V8TOS

The installation is planed to be done during back orbits. NDE will not be ingesting, processing or distributing data during installation. No data loss expected, but there will be a possible backlog of processing when installation is complete.
