Update #1 - Final Update: The LUT Vendor found that the cold reboot that was sent to Hawaii 2 executed on the Location Processor, but communication issues prevented this command from being executed on the Front Processor (FP). The FP was manually rebooted and Hawaii 2 returned to Normal Operations.
