Topic:M-B Notice of Continuity of Operations (COOP) / Backup ExerciseM-BM-bM-^@M-^S CBU, WCDAS, SOCC

Date/Time Issued:M-B April 9, 2019 2035 UTC

Product(s) or Data Impacted: M-BAll S-NPP, NOAA-20 and GCOM-W1 Level 1B (sensor data records - SDRs) and other M-bM-^@M-^XcriticalM-bM-^@M-^Y (data records - xDRs) designated products will be distributed from the Consolidated Backup (CBU) facility during the exercise period to those users with authorized CBU data interfaces.M-B Some blended satellite products that utilize S-NPP, NOAA-20 and/or GCOM-W1, may be degraded/limited during the period that IDPS and ESPC data operations are running from CBU. During the COOP exercise, non-JPSS data processing/distribution will not be impacted as delivery of GOES-16/17, GOES-15, Metop, POES and other data will continue nominally from NSOF during the exercise.

Date/Time of Initial Impact:M-B M-BMay 7, 2019 1100 UTC

Date/Time of Expected End:M-B

May 8, 2019 M-B1200 UTC (IDPS and ESPC data operations return to NSOF)

May 9, 2019M-B 2200 UTC M-B(GOES-15/16/17, DSCOVR flight ops return to NSOF)

Length of Event:

up to 25 hrs for IDPS and ESPC data operations

up to 59 hours for flight operations (depending upon the satellite mission)

Details/Specifics of Change:M-B M-BOn Tuesday May 7, 2019 the flight operations command and control for satellites in the GOES-15, GOES-16/17 and DSCOVR constellations will be failed-over to the Wallops Command and Data Acquisition Station (WCDAS).M-B Data operations for these constellations will be unaffected. The GOES-NOP, POES & DSCOVR ESPC/Wallops CIP will not be activated for this COOP/backup exercise. A test of ESPC/Wallops CIP network connectivity will be conducted later, and these details will be covered under a separate notification.M-B On Thursday May 9, 2019 at 1600 UTC the flight command and control for all above constellations will be failed back to the NSOF SOCC.

Also on Tuesday May 7, 2019 the flight operations command and control for S-NPP and NOAA-20 satellites in the JPSS constellation, and IDPS and ESPC data operations will be failed-over to the CBU - the targeted time is 1100 UTC but a refined schedule will be shared as the COOP/backup date nears.M-B IDPS and ESPC data operations from CBU will only be conducted for up to 25 hours and those data operations will be returned back to NSOF at approximately May 8, 2019 1200 UTC. On Thursday May 9, 2019 at 1200 UTC the flight command and control for the JPSS constellation will be failed back to the NSOF SOCC.

A more detailed timeline and description of product impacts will be provided closer to the COOP/backup exercise announced date. M-B
