Topic: SMD Latency at McMurdo due to Black Island Network Issue

Details/Specifics of Change:  SMD data out of McMurdo continues to be very slow, causing a backlog on the JSH during SVL contacts due to the Black Island network issue.  To mitigate this, the following contacts have been deleted from McMurdo:

MCM Rev 14772 @13:43:49z (DOY268) to MCM Rev 14785 @11:45:15z (DOY269). Total of 14 orbits affected.

 Additional testing will be performed when day shift comes on Friday, September 25th for further analysis.  The first N20 McMurdo contact attempt on 9/25 will be at 13:25z (9:25am local EST).
