Details/Specifics of Change:

The Metop-A MHS channel 2 has quickly degraded from Nov 2019 through January 2020. In that time period, the NEDT changed from around 5K to around 20K, and the gain decreased from around ten counts per Kelvin to two counts per Kelvin.  As a result, this channel will be declared as failed.  Channel 2 L1b data will continue to be processed and made available along with those of other Metop-A MHS channels.
