Details/Specifics of Change: OSPO will retire the GHE algorithm on its legacy system

after the new version of GHE, Enterprise Rainfall Estimates(EN RR),  is installed on The 

NESDIS Common Cloud Framework (NCCF). EN RR on NCCF will only generate netcdf

Format products, no CONUS GRIB2 and Mcidas products will be generated/distributed 

from PDA or Mcidas distribution server after the OSPO legacy system is turned off.
