Details/Specifics of Change:

Due to a ground systems configuration error on our end, we were unable
to command a READMM during Jason3 Revs 28832 and 28833.  As a result,
we will fail back over to a prior configuration, no ACKMM command will
be sent, and the data will be recovered on the next Rev 28834 at USG2,
AOS 00:35z, as well as subsequent revs.
