Details/Specifics of Change: Degradation in Metop-C channel 4 (52.8 GHz) has been

observed since about October 12 and has been steadily worsening; as of Oct 23 there
is almost no channel 4 data available. The Snowfall Rate algorithm has a dependency
on this channel, and has also been degrading as a result.
