Update #1–  The output process query, which runs every minute was terminated to resolve the issue. When execution exceeded one minute, it created a chain of blocking that prevented insert statements into the output message table.  CPU constraints are the primary cause of the issues and outages. The analyst team and database administrators will continue investigating to determine a long-term resolution.
