Remarks:
Possible oil was observed in satellite imagery. This anomaly is unconfirmed 
as oil. The anomaly measured about 3.6 NM by 1.7 NM and had mostly well 
defined edges. Additionally, the anomaly had an area of apparent thicker 
oil and is associated with NRC report #1212881 (issued based on a Sentinel-
1 SAR image approximately 8 hrs later than this image). There are multiple 
oil facilities in the region. Winds were out of the SE at 5 KT at the 
time of this image. Vegetation has been ruled out. Considering the above 
factors we have MEDIUM-HIGH confidence in this assessment.

This anomaly could be associated with a cleaning agent, surfactant or dispersant.
