Remarks:
Possible oil was observed in satellite imagery. This anomaly is unconfirmed 
as oil. The oil slick is believed to be associated with NRC report #1217736.
 The anomaly is within the vicinity of the mentioned oil facility in the 
NRC. It extended approximately 0.81 nm NW-SE and 0.13 nm in width. The 
anomaly exhibited a combination of black, believed to be thinner oil, 
with a silvery/white center believed to be relatively thicker oil.

Uncertainties:
Both ocean and wind currents did not align with the orientation of the
anomaly at the time of this image.
