REMARKS: Possible oil was observed in satellite imagery. This anomaly is unconfirmed as oil. The anomaly was located approx. 114 NMI SE from Galveston, TX. The anomaly was measured approx. 15.7 NMI long and 1.37 NMI wide as its widest distance. The anomaly features feathering, widening with distance and a fair contrast against the ocean background. The anomaly appeared to be emanating from a ship vessel for possible bilge dump or spill. The winds near the time of the image were out of the SE at 15 knots, which aligned well with the feathering movement of the anomaly.

UNCERTAINTIES: There were no uncertainties since a candidate vessel could be seen on satellite for possible bilge dump or spill.
