REMARKS: Possible, unconfirmed oil was observed in satellite imagery. A linear anomaly was observed 68 nautical miles Northwest of San Juan, Puerto Rico. The slick spanned a length of 7 nautical miles and a rough width of 0.09 nautical miles. Winds at the time were coming from an easterly direction at 10kts. The linear slick contrasts well against the surrounding water and is widest on its western edge while gradually narrowing as it trails along with faint signs of feathering. These characteristics strongly suggest that this is a bilge dump. The Confidence for this report is Medium-High.

UNCERTAINTIES: While bearing the characteristics of a bilge dump, no vessel was observed in the immediate area.
