REMARKS: Possible oil was observed in satellite imagery. An anomaly was observed 98.6 nautical miles North of Arecibo, Puerto Rico. The anomaly spanned a length of 9.2 nautical miles and had a rough width of 0.5 nautical miles. The anomaly possess many characteristics associated with a bilge dump such as the slick fanning out from one end to another, feathering around the edges, and strong contrast with the surrounding water. Winds at the time were blowing from a Southeasterly direction at 5 kts.

UNCERTAINTIES: No source vessel was seen at the time of observation, making the Confidence for this report Medium-High.
