REMARKS: 
Possible oil was observed in satellite imagery. This anomaly is unconfirmed as oil. The anomaly appeared to emanate from an oil facility located in the Garden Banks Area and extends E for approximately 2.3 NM with a maximum width of .20 NM. The anomaly appeared dark against the ocean background with an embedded area of possible thick oil that appeared silver against the ocean background. The anomaly had well-defined edges and was indicative of oil in multi-spectral imagery. Local wind data indicates that winds were out of the West at approximately 6 kts. The wind data aligns well with the orientation of the anomaly. Additionally NRC report (#1373841) referenced this anomaly. The confidence of this report was determined to be high. 

UNCERTAINTIES: 
Uncertainties are minimal given that the referenced NRC report was issued just before this image was taken.
