All operational products could be affected. Currently NOAA-12 has
operational passes for HRPT (direct readout) and DCS. All other instruments
that are turned on are for power balance only.

Date/Time(UTC) of Initial Implementation:
31 August 2004, 2032 UTC

Details/Specifics of Change:
The Solar Array offset will be moved to +50 degrees, while turning on extra
load during the move. The purpose is to prevent sun sensor shading
