Details/Specifics of Change:
SOCC is planning to begin daily ETCUP updates on NOAA-12. Plans are to
begin applying a bias of +6.5 milliseconds to TIP clock daily to compensate
for drift. The average drift is currently -6.5 ms. The clock error
reported on November 24 was approximately +60 ms. Users will be notified
of any changes to these plans.
