Details/Specifics of Change:
The calibration coefficients for NOAA-16 AVHRR Channel 1 & 2 need to be
updated to:
Ch_1_lo = .05331*count - 2.055, count<498.96
Ch_1_hi = 0.1556*count - 52.88, count>498.96
Ch_2_lo = .05790*count - 2.187, count<500.16
Ch_2_hi = 0.1706*count - 58.55, count>500.16
These coefficients are expected to be implemented on January 13 and optimal
on January 27, in the middle of the two adjacent updates (January 13 and
February 9).
