Details/Specifics of Change:

The NOAA-17 AMSU-A Channel 7 is experiencing problems. On December 16,
2002, the channel data showed a slight increase in the noise level. On
January 9, 2003, the noise level doubled. Current monitoring shows a
continued increase in the noise level. For some users the data has
already become unusable. The current monitoring system does not flag this
anomaly and thus warnings can not be issued to the user in the data stream.
We are tracking the problem using our off-line QC trending system. Users
will be notified of changes with respect to this problem. We are
investigating strategies for implementing changes in the near future.
