Details/Specifics of Change:
SOCC has announced that on June 11,2004, the elasped time clock will be
adjusted in order to maintain the clock within +/- 75 millisecond window.
This will be done by subtracting 150 milliseconds from the spacecraft
command clock around 23:59 UTC on June 11, 2004.
