Details/Specifics of Change:
The Satellite Operation Control Center (SOCC) plans to subtract 75
milliseconds (ms) from both the control and non-control CPU command clocks.
This is being done to keep the clock drift offset to less than 1 pixel to
support AVHRR requirements of +/- 75 ms. Direct readout data users should
take appropriate action if you are including clock adjustments in your
processing. No action is required for level 1B data users, unless you are
not making additional clock adjustments within your data process.
