Details/Specifics of Change:
NOAA personnel met on May 5 to discuss the need for more a vigorous
resynch/rephase schedule to better correct the barcode affect seen in the
NOAA-16 AVHRR data. A decision was made to implement rephasing once per
orbit. SOCC is working on a schedule to automate this process. They have
issued the following statement of NOAA's plans:

"A new MIRP rephase operations concept will be implemented for N16 that will
perform rephase enable around the south polar region once per rev. This
operation will be conducted out of stored commands starting on or about 18
May. Until that time, as we have for the past week, manual rephase
enable/disable operations will continue out of the SOCC
approximately every 6 hours. The attached schedule lists these planned
manual rephases (with AOS times, not actual rephase enable time which can be
as much as 10 minutes later on each support) from tomorrow (GMT) through 18
May."
