Details/Specifics of Change:
SOCC has announced that on October 17, the elapsed time clock will be
updated to compensate for clock drift. The clock has drifted to -750
milliseconds (ms) and will be adjusted by adding a second. The update must
be done in real-time rather than at the normal 2359 UTC. The update is
scheduled for orbit number 64557 at 1740 UTC on October 17.

Once the clock drifts back into approximately a zero second offset, daily
updates will begin as with the other operational satellites. It is expected
that this daily bias will be implemented early in 2004.
