Details/Specifics of Change:
The original message sent out on October 20 announcing the NOAA-17 daily
ETCUP adjustment contained the wrong date for the implementation. The daily
ETCUP adjustment of approximately -1.6 ms was begun on October 21, 2003.
In addition, the NOAA-17 spacecraft clock update was performed on October
23, at 2359 UTC, on orbit 6016. A -50 ms clock correction was applied to
reduce the clock error.
