EVENT...TROPICAL WAVE ACCOMPANIED BY POTENTIAL HEAVY RAINFALL

SATELLITE ANALYSIS AND TRENDS...GOES 16 SATELLITE IMAGERY IN THE NEAR IR AT 1930Z SHOWED COOLING TOPS WITH CONVECTIVE THUNDERSTORMS DEVELOPING OVER PUERTO RICO AND THE USVI. THE ENVIRONMENT IN WHICH THE STORMS ARE DEVELOPING INCLUDE PRECIPITABLE WATER BETWEEN 2.0 AND 2.20 INCHES PER SSMIS/AMSU SATELLITE ESTIMATES. DEW POINTS AT THE SURFACE ARE 25C AS LOWER LEVEL CLOUDS ARE STREAMING IN FROM THE SOUTHEAST AND THE TROPICAL WAVE PASSES OVER THE USVI AND PUERTO RICO. THE FREEZING LEVEL AT 16K FEET AND WET BULB ZERO AT 13,800 FT MAY SUPPORT DEEPER CONVECTION LEADING TO HEAVY RAINFALL. FURTHER DESTABILIZATION MAY HAVE OCCURRED FROM THE 12Z TJSJ RAOB SOUNDING WHICH INDICATED A MODEST -4 LI AND 2236 J/KG CAPE. GPS PW DATA HAS THE HIGHEST PW QUANTITY OF 2.36 OVER SAN JUAN, PW OF 2.0 INCHES ALONG THE NORTH HALF OF PUERTO RICO AND 1.9 INCHES OVER THE SOUTHEASTERN CORNER OF PUERTO RICO. AS THE WAVE PASSES EXPECT HEAVY RAINFALL WITH A LIKELIHOOD OF FLASH FLOODING. AMSU DATA SHOWS HIGHER BRIGHTNESS TEMPERATURES UPSTREAM TO THE SOUTHEAST OF PUERTO RICO AND THE USVI INDICATING THAT HIGHER MOISTURE QUANTITIES ARE STREAMING IN OVER PUERTO RICO.

SHORT TERM OUTLOOK VALID 2000-0000Z...MEDIUM CONFIDENCE FACTOR
IN SHORT TERM OUTLOOK...HEAVIER RAINFALL WITH STRONGER CONVECTION MAY PRODUCE RAINFALL RATES IN EXCESS OF 2.25 INCHES PER HOUR. THE STORMS ARE MOVING FAST ENOUGH TO LIMIT THE THREAT OF FLASH FLOODING; HOWEVER, THE ENVIRONMENT DOES AT LEAST SUPPORT THE POSSIBILITY OF EXCESSIVE RAINFALL LEADING TO FLASH FLOODING.
